As  usual the spoke holes could be internal holes with 2.5mm, but we don't think the internal holes is better because the rim is designed for CX riding, and the height of 28mm is too low to drill internal spoke holes, it is also difficult to assembly wheelset.

cycling tyre pressure is about 70psi during your actual riding, max tyre pressure is the max value during the test in workshop.

The tyre size is 32-40c, we don't think you can use tyre narrower than 32c.
